Maharatna & Navratna Companies in Hindi : दोस्तो आज के इस आर्टिकल मे भारत में महारत्न और नवरत्न कंपनियों की सूची के बारे में विस्तार से चर्चा करेंगे, जिसमें उन कंपनियों के स्थापना वर्ष से लेकर अध्यक्ष, उत्पाद के बारे में उल्लेख किया गया है। आप को बता दें कि समय समय पर भारतीय सरकार कंपनियों के परफॉर्मेंस के आधार पर इन्हे महारत्न कंपनी के श्रेणी मे सामील करती हैं। 3-अगस्त-2023 को Oil India Limited (OIL) महारत्न कंपनियों की श्रेणी में शामिल किया गया है।
PSUs को केंद्रीय सार्वजनिक क्षेत्र के उद्यमों (CPASUs, CPSEs) या राज्य स्तरीय सार्वजनिक उद्यमों (SLPE) के रूप में वर्गीकृत किया गया है। 1951 में भारत में सिर्फ पाँच सार्वजनिक क्षेत्र के उद्यम थे, लेकिन मार्च 2019 में यह बढ़कर 348 हो गया था। भारत सरकार कुछ केंद्रीय सार्वजनिक क्षेत्र के उद्यमों (CPSE) को महारत्न, नवरत्न और मिनीरत्न का विशेष दर्जा देती है जो अनुकरणीय प्रदर्शन के माध्यम से मानदंडों को पूरा करते हैं। इस पोस्ट के जरिये हम भारत में महारत्न और नवरत्न कंपनियों की सूची के बारे में जानकारी साझा करेंगे।
भारत में महारत्न और नवरत्न कंपनियाँ (Maharatna & Navratna Companies in India)
महारत्न कंपनी लिस्ट : वर्तमान समय में भारत में कुल 13 महारत्न और 16 नवरत्न कंपनियाँ हैं। सभी महारत्न, नवरत्न सार्वजनिक क्षेत्र के उपक्रम हैं। ये कंपनियां पूर्णतः या आंशिक रूप से भारत सरकार के स्वामित्व में हैं। एक विशिष्ट मानदंड है जिस पर चुनी गई इकाइयों को महारत्न या नवरत्न कहे जाने के लिए ऐसी स्थितियाँ प्रदान की जाती हैं। उन कंपनियों को कई मिनीरत्न भी प्रदान किए गए हैं जिन्होंने समान वादा दिखाया है और प्रदर्शन में उत्कृष्ट और उल्लेख के योग्य हैं। सीपीएसई सार्वजनिक क्षेत्र के उपक्रमों (PSU) में से एक है जहां केंद्र सरकार की प्रत्यक्ष हिस्सेदारी 51% से अधिक है।
केंद्र सरकार द्वारा निर्धारित विभिन्न मानदंडों के माध्यम से, इन CPSEs को तीन अलग-अलग श्रेणियों- महारत्न, नवरत्न और मिनीरत्न में वर्गीकृत किया गया है। एक समर्पित विभाग है जो सार्वजनिक उद्यम विभाग (DPI) के रूप में जाने जाने वाले सार्वजनिक उपक्रमों या सार्वजनिक क्षेत्र के उपक्रमों के मामलों को देखता है, जिसे पहले सार्वजनिक उद्यम ब्यूरो के रूप में भी जाना जाता था।
विभाग के पास दिशानिर्देश और नीतियां निर्धारित करने का अधिकार है जो सीपीएसई के प्रदर्शन के लिए मानदंड का मूल्यांकन कर रहे हैं। इसे उन मापदंडों के साथ मापें जो केंद्र सरकार ने प्रस्तावित किया है ताकि शीर्षक या स्थिति निष्पक्ष मूल्यांकन पर दी जाए, जिस पर कंपनी को महारत्न, नवरत्न या यहां तक कि मिनीरत्न से सम्मानित किया जाएगा।
भारत की नवरत्न और महारत्न दर्जा प्राप्त कंपनियाँ – नवरत्न का दर्जा केन्द्रीय लोक उद्यम विभाग द्वारा दिया जाता है। 1997 ई. में यह दर्जा मूलतः नौ कंपनियों के लिए ही सृजित किया गया था। कालांतर में यह संख्या बढ़ती रही। 21 दिसंबर 2009 ई. को केंद्रीय मंत्रिमंडल सार्वजनिक क्षेत्र कि कंपनियों के लिए महारत्न दर्जे के सृजन का निर्णय लिया। आगे हम भारत में महारत्न और नवरत्न कंपनियों की सूची की सूची के बारे में बात करेंगे.
| भारत में महारत्न और नवरत्न कंपनियों की सूची 2024 – भारत सरकार द्वारा पिछले दो वर्षों में Power Finance Corporation (PFC), Rural Electrifying Corporation Limited (REC) और अब 3-अगस्त-2023 को Oil India Limited (OIL) को महारत्न का दर्जा दे दिया गया है, ये कंपनियाँ पहले नवरत्न में गिनी जाती थीं। इन कंपनियों के महारत्न में जुडने से वर्तमान में भारत में कुल 13 महारत्न और 16 नवरत्न कंपनियाँ हो गई हैं। |
भारत में महारत्न और नवरत्न कंपनियों की सूची जानने से पहले इसके कुछ और पहलू के बारे में जान लेते हैं-
महारत्न कंपनी बनने के लिए पात्रता मानदंड (Maharatna Companies Eligibility Criteria)
महारत्न का दर्जा देने के लिए निम्नलिखित मानदंडों को पूरा करने वाले CPSEs, विचार किए जाने के पात्र हैं:
- पहले से ही नवरत्न का दर्जा होना चाहिए।
- SEBI के नियमों के तहत न्यूनतम निर्धारित सार्वजनिक शेयरधारिता के साथ भारतीय स्टॉक एक्सचेंज में सूचीबद्ध होना चाहिए
- पिछले तीन वर्षों में औसत वार्षिक शुद्ध लाभ (Average Annual Net Profit) 5,000 करोड़ से अधिक होना चाहिए। या
- पिछले तीन वर्षों में औसत वार्षिक निवल मूल्य (Average Annual Net Worth) 15,000 करोड़ रुपये से अधिक है या
- पिछले तीन वर्षों के लिए औसत औसत वार्षिक व्यवसाय (Average Annual Turnover) 25,000 करोड़ से होना चाहिए
- कंपनियों की व्यापार के क्षेत्र में अंतर्राष्ट्रीय बाज़ार में महत्वपूर्ण उपस्थिति होनी चाहिये।
महारत्न कंपनी बनने के क्या लाभ हैं (Maharatna Companies India Benefits) ?
- महारत्न का दर्ज़ा दिए जाने से इन कंपनियों की स्वायत्तता और परिचालन शक्ति में वृद्धि होगी, साथ ही इनको वित्तीय मामलों से संबंधित सभी निर्णय लेने की स्वतंत्रता प्राप्त होगी।
- महारत्न का दर्ज़ा प्राप्त कम्पनियां वित्तीय संयुक्त उपक्रम (Financial Joint Venture) और पूर्ण स्वामित्व वाली सहायक कंपनियों (Wholly Owned Subsidiaries) में इक्विटी के जरिए निवेश कर सकती हैं।
- महारत्न कंपनियाँ अपने निवल मूल्य के 15% और 5000 करोड़ रुपए की पूर्ण सीमा के साथ घरेलू और विदेशी कंपनियों के साथ विलय और अधिग्रहण (Mergers and Acquisition) कर सकती हैं।
- महारत्न कंपनियों के बोर्ड कर्मियों और मानव संसाधन प्रबंधन एवं प्रशिक्षण से संबंधित योजनाओं की संरचना बना सकता है।

नवरत्न कंपनी बनने के लिए पात्रता मानदंड (Navratna Companies Eligibility Criteria)
1- नीचे दिये गए 6 पैमानों में 100 में से 60 प्रतिशत स्कोर होना चाहिए
- शुद्ध लाभ
- निवल मूल्य
- कुल जनशक्ति लागत
- सेवा की लागत
- उत्पादन की कुल लागत
- PBDIT(मूल्यह्रास, ब्याज और करों से पहले लाभ)
- नियोजित पूंजी। आदि।
2- एक कंपनी को पहले एक मिनीरत्न होना चाहिए और उसे नवरत्न बनाने से पहले उसके बोर्ड में 4 स्वतंत्र निदेशक होने चाहिए।
